Licence Appeals Tribunal

The Licence Appeals Tribunal (LTO) is one of five tribunals that fall under the mandate of the Safety, Licensing Appeals and Standard Division of Tribunals Ontario.

What You Need To Know

The LTO has jurisdiction over the following matters:

  • Driving:  Appeals of a medical suspension and long-term vehicle impoundment.
  • Liquor licence matters:  Appeals by iIndividuals or businesses applying for a licence, or who are licenced, by the Alcohol and Gaming Commission of Ontario, who dispute a notice of proposal issued by the AGCO.
  • Cannabis licence and registration:  Appeals of various cannabis-related licencing decisions made by the AGCO.
  • New home warranty matters.
  • Accessibility standards under the Accessibility for Ontarians with Disabilities Act.

The majority of clients seeking representation before the LLT will be for an appeal of a Notice of Proposal (NOP) or an Order of Monetary Penalty (OMP)  by the AGCO. An NOP may recommend the suspension of a liquor licence or other penalties which may be detrimental to a business. It is crucial that those who wish to appeal an NOP or OMP have proper representation by a lawyer who has the experience necessary to advise the client properly and advocate on their behalf before the tribunal.
